Council meets Tuesday. The most interesting agenda items:

  • Proposed Economic Development Strategy

  • Community Group Funding: 2020 allocation amount

  • Pickleball: possible courts near Legion Field

  • Rezoning of a Property in Westgate East

  • Paving Securities: a possible change to when they are required

Council meets this upcoming Tuesday.

Agenda items include:

  • Petroleum Industry Update: a delegation from the Canadian Association of Petroleum Producers will be presenting to Council.

  • Library: a delegation from the Library Board will be speaking to Council.

  • Business License Bylaw: we’ll be debating recommended amendments to the Business License Bylaw. These are housekeeping matters to bring the Business License Bylaw into conformance with the new Fees and Charges Bylaw which Council recently passed.

The most interesting discussion will revolve around 2020 Tax Rates…

Mayor Given will be making a motion to “direct Administration to prepare the 2020 Budget with a property tax increase not to exceed 3.75%.”

June 4 Update: Disabled Transportation Society

Today was Council’s first meeting since first learning that the Disabled Transportation Society (DTS) is no longer projecting it has enough funding to finish the year. You can read some background information at www.bressey.ca/meetings/2019/june4pre

Dozens of people came to address Council. They included DTS users, family members of users, healthcare and social workers, and DTS drivers…

It is obvious that Council needs to take action to solve this crisis. This meeting was our first chance to formally do so. We passed four motions. I’m paraphrasing them, but they were to:

  • Accessible Transportation: members of the public are coming to address Council

  • Small Lot Residential Developments: a proposal to temporary restrict how much are allowed in new neighbourhoods

  • Child Healthcare: a potential advocacy issue for Council.

  • Performing Arts Center Storage Project- a recommendation for Council to provide initial funding for a community group storage space attached to the Performing Arts Centre in St. John Paul II Catholic School

  • Transit service to Stompede

  • A potential bid on the 2022 Alberta Winter Games

  • A tax on downtown businesses to fund the Downtown Association

Council meets Monday night at 6:30. The most interesting agenda items:

  • Catholic School Board Bus Repair Facility: A request for City land

  • Storm Loan: Final readings of bylaws to enable this

  • Combative Sports Commission: minor bylaw changes

  • Social Sustainability Framework: a new guiding document for Community Social Development

  • Supplementary Property Tax: A bylaw to allow taxes to be collected on newly completed buildings

  • Council meets Monday night at 6:30. The most interesting agenda items:

    • Snow Removal: a delegation will be bringing this up with Council

    • Opioid Response Plan: The Community Response Task Force has created a plan. Council will be considering endorsing it, circulating it to other organisations, and asking them to consider how they can act on it.

    • Reserve Funds: Policies governing how the City utilizes its reserves are up for discussion.

Council meets Monday night at 6:30. On the agenda:

  • Bear Creek North: a proposed high level plan for development on the north side of the City

  • Grande Prairie Storm: requests for City assistance including a temporary reduction in rent and an interest bearing loan

  • Aquatera Rates: a proposed reduction in solid waste rates and increase to water and waste water rates

  • Extended Producer Responsibility: an advocacy initiative to transfer the cost of consumer waste from municipal tax payers to producers

Council meets Monday night at 6:30.

The most significant agenda item: Council is currently pursuing a debt refinancing strategy which will impact our community for decades. Council may pass the bylaw which enables refinancing on Monday. I am strongly opposed to the current plans and hope Council will hear more from the community before debate (both from people who are for and against it).

Other agenda items include:

  • Sign Bylaw Ammendments: among other things these would increase the allowable size of billboards and allow limited third parting advertising on electronic freestanding signs

  • Neighbourhood Enhancement Grants and Community Group Funding: Council will be discussing amounts to award to local organisations for community projects

  • Aquatera Dividends for 2018

Additionally, on Tuesday the Community Living Committee will be discussing the Grande Prairie Storm and possible City assistance.

Coming Up: Council and Committee of the Whole Meetings

Council meets Monday night at 6:30. The agenda includes approval of the Northern Lights Area Structure Plan and a Borrowing Bylaw to enable Council’s debt refinancing strategy.

There will also be a Council Committee of the Whole meeting on Wednesday. The purpose of this meeting is to determine Community Group Funding allocations for 2019.
